Scroll down that page and there are various graphics showing their current rules of entry / re entry for locals and foreign nationals.
Do be sure to try and check elsewhere though as to how up to date that info is as while it portrays as being "current" ( it's from Feb 21!) - it is the Ph's we're talking about here and it could well be two months out of date and no one might think to change their website sometimes it seems !
As I see you're listed as being / posting from Scandinavia here are two links for the Philippine Embassies in both Norway and Denmark, perhaps a call to either of those places might be a good idea too just to double check on the current position for entry for EU citizens ( which on the face of it looks reasonably difficult just now and just like Thailand includes mandatory quarantine and multiple tests etc?)

And I understand the Requirements are different if you are flying to Manila or to Cebu/Mactan.
My friends living on Cebu Island tell me Cebu City and surrounding Areas have restrictions on travel between Provinces.
One of my Filipino friends wrote me and said inter island travel requires a swab test, and that costs 5,000 pesos.
As far as I know, the Philippines is closed.

The Ph's have some good hospitals that are absolutely fine - like everything all depends as to whether you're paying privately or depending on the State ( god forbid)
Lets face it a most hospitals worldwide seem to be operated mainly by Flipinos these days it's not like they dont have enough qualified staff knocking about the place to work in their private hospitals or anything.

I once went into a clinic in The Philippines and was quoted about the equivalent of £25 for removal of about 3 stitches.
I thought that was unreasonable & had the job done in Thailand about 48 hours later for something just under 200 baht.
Thailand is also the wealthier country, with higher GDP per capita and higher wages.
