Hi,
I don't know if it's within your budget anymore, but I always used to like staying at the FCC. It's right on Sisowath Quay and the rooms are off the main staircase up to the bar and restaurant so never any problem taking someone back to the room.
Cheers

Re: hotels, cambodia
December 2013 I stayed at Hi-5 bungalows in Sihanoukville, USD 25 through Agoda. A very comfortable private & quiet place 150M from the beach. It was a good long weekend for me. Nice place, beach, food, tour activities & friendly people, good weather..
I enjoyed myself in Sihanoukville. Give it a try...

I stayed at and enjoyed Cheers.
This does not meet your criteria of being in the middle of the town, however there are plenty of Tuk Tuks.
