I don't know if any lists. However, I highly rate the TBMI (Thai blind massage institute) in Jomtien complex. Not all masseurs there are equal but my favourite is Prakasit who matches anything I've had at Prime.

Chivarome(a?) In second road Pattaya (near the police box) is also reliable.

For decent massage and some fun, Fah Massage in Jomtien Complex seems consistent and has good facilities.
