In Chiang Mai I believe the main dates are 16-18 November, with the main parades from Thapae Gate to the river on 17 and 18.

AFAIK, the main Khom Loi Lantern Launch is on 16 November. The one on 23rd is apparently a tourist only event at 100USD per person, and has already sold out (seems hard to believe I know....)!
