    I can't clear up the murkiness of TM30 but the TM28 is dead simple:
    When you move your permanent residence from one Immigration district to another, you must file a TM28. Unless and until you do so, your new office will not serve you.

    Which sounds fair enough admin wise surely - no, why would anyone object to that or find it inconvenient even I wonder ?

    because it is not only being used for permanent moves, but any time you check into a hotel for a night or a weekend. People are paying fines when they go to renew their visa because they haven’t filled out the forms.

    The TM28 has nothing to do with the current controversy surrounding the TM30, except for this possibility:
    - you go to Immigration to get an extension
    - the computer shows that you last stayed at a hotel
    - the address which you claim to be your permanent address isn't listed at all

    In that case you may be fined for not reporting your return home (TM30) and for never having reported your fixed address at all (TM28).
