It's a start. June to September is traditionally (very) low season anyway and I presume the bars depended on their savings and the local residents to tide them over until high season. It'd be great if the locals who are able gave their custom and support to the venues that are re-opening. If anything, it would provide a huge psychological boost to those in the business and others to see some semblance of a return to normalcy. Bums in seats will beget more bums in seats and Pattaya has no shortage of fat ones.
However, when the Covid dust has settled, Pattaya venue owners will have to take a long, hard look at future market trends and see where potential customers are likely to come from and what they're looking for. Pattaya bars were already dying long before Covid. They are at least five years behind Bangkok venues in terms of re-inventing and adapting themselves to what current pink dollar spenders want.

Some of the large covered sheds in places line Udon Thani are surprisingly good. Also, a shed in Jomtien is an idea not entirely without merit.
OK, the noise might be a problem, but it should be good when there is rain.
On this planet, there's a lot of competition for "worst idea", including many ideas with no possible benefit at all.
At least this has some advantages to offset against the disadvantages.

The original photos (June 4) showed stuff lying all over the place, making it difficult as to where the 'cover' would be.
However, 2 weeks later, we now know.

And. From the design it looks like any rain will go directly down to the wall and then cascade into the front of the bar.
I doubt it will be "cover" - too thin supports, too wide distance btw arks
