I have been a few times.

I can tell you nothing more than the hotel where I stayed: Crown Regency Hotel & Towers

The elevator was connected to the hotel's parking garage. When I brought a boy home, I would just drive with my car in the garage and up to my room with the elevator. I also remember having a boy with me and they didn't care at all in the lobby. They didn't even ask for ID.

I also remember many kids and the casino...ah, and indoor pool en super fast wifi.

Unfortunately I have not been able to visit Cebu City in 2 years.
But I love the place. So much better than Manila and surrounds.
I usually book a Condo in Crown Regency Tower 3. It is a separate building next to the Hotel.
The units are large on two levels. Most have washer and dryer and full kitchen.
Pool is so so. Stuck under the building. Next to the Hotel Pool but you must pay separately to use that pool.
Search on AirBnB.
I also recommend the Quest Hotel. It is next to the huge Ayala Shopping Center. Easy walking distance.
Has a great swimming pool and good buffet breakfast.
As mentioned before, the main Disco, OQTAGON, is out near the wharf. But Club ICON is closer to Central. Many people go to Liv Supper Club.
None are strictly Gay but have many Gay guys there. And PH Guys are always ready to party.
