I don't know how much difference it would have made but not imposing a mandatory quarantine on vaccinated people might have eased the pain a bit. Fewer tourists equalled fewer people working in the tourist industry, which caused problems for the people who make money from them. For example the food vendors, laundries, landlords, convenience stores etc. Snowball effect.

I don't think that vaccinated tourists would have influenced the COVID numbers in Thailand in a negative way.
