The vaccination appointment through this website is for embassy staff, consulates, international organizations and their families only.
In preparation for getting registered at Bangkok-Pattaya Hospital tomorrow (June 7) I called them. According to what I was told, no registrations for foreigners are being taken at this time. Only Thai nationals can register now.
I along with friends of mine in Bangkok have successfully registered in person at either Saint Louis Hospital or Bangkok Christian Hospital. No online or telephone registration is possible it seems.
