Sure, propaganda. Look at numbers: 167K on 145 mln in Russia, or 112K on 60 mln in UK. Where healthcare is more effective? So "third place" is only in propaganda - for to calm own citizens not to ask questions about own govt effectiveness. For to understand who is who you should compare died per 100K of inhabitants. And here Russian will be even not in second ten.
