I think Thai people realize she's a foreigner, and foreigners, being stupid and inferior, can't be expected to master Thai customs. If they're slightly more generous than that, they appreciate that she made the attempt to use the wai as a courtesy, despite being unfamiliar with it, and accept her gesture in the spirit it was made.
