Have you noticed the several large restaurant boats moored in Pattaya Bay? And the hundreds of coaches taking people to Bali Hai pier to go to those restaurants.

Seven days a week you can book a gambling cruise from ports in Florida, Gambling cruises have been run for ages as day cruises from New York - I've been on them. Gambling profits more than make up for "operating costs" Why do this? For the simple reason that US gambling laws ( casinos outside the states of Nevada & New Jersey are all on Indian reservations and under trtibal law ) stop at the 3 mile limit of territorial waters.
By the way, the remark about higher costs used to flaut the example of already existing restaurants is remarkable. Gambling profits are astronomically higher than restaurant profits.
