Songkran Main Road Water throwing Ban - so, did it happen ??

I remember somewhere that the Royal Thai police had issued a statement saying that they were imposing a countrywide ban on the throwing of water etc on all main roads over the songkran period in an attempt to reduce accident numbers and remember at the time thinking "yeah, good luck with THAT' - so, just wondering now that Songkran has passed - was the ban enforced and did it have any visible impact either on accidents or just lessen getting soaked randomly on the way to restaurants etc - usually by stupid drunk FARANG ! ( which REALLY pissed me off always and nearly led to fist fights with them on more than one occasion !)

So, was the ban enforced and did it work ??
