The possibility of this happening was publicised some months ago. June 16 was the deadline date for the city government to improve things. Presumably they failed to do so. Getting rid of the overt sex trade is allegedly one of the motives. Yet, no-one seems to have mentioned anything about getting rid of the various Mafias that control a fair bit of what goes on in many walks of life, especially the construction industry. And will this just mean that a new group of appointees will have their hands out for tea money in addition to the BIB?

There was no deadline to improve things, the military was planning to take control when the Mayor and Counsel members term expired on June 16th.
