The best known is Pupen. Waay down the beach road, past where the baht buses go but you could walk the rest of the way. It's big and busy so weekends and holidays aren't advised.
If you can arrange transportation then Preecha on Bang Saray beach is the best in the province.
On Jomtien Beach Road ... just beyond Soi 5 (which is the soi on which is the Post Office and Immigration) ... there is a very popular Thai food restaurant ... SURF KITCHEN ...... reasonable prices, excellent Thai food and a huge menu ... a large selection of sea food is available.
Pu Pen is also my favorite in Pattaya. See: http://www.google.com/maps/place/Pu+...fe552a65ed7d47
They also have a web site, all in Thai, at: http://www.pupenseafood.com/ , but there are loads of photos of their menu items.
Mahjongguy is right. The baht buses don't go that far, but there are plenty of motorbike taxis.
I also agree with mahjongguy about the Preecha seafood restaurant in Bang Sare. It's the best I've ever been to in all of Thailand. The prices are reasonable, very popular with Thais, and it's right on the water - offering a postcard picturesque of the Jomtien Beach shoreline.

If you've never been down to Bang Saray, watched the fishing guys unload the boats and then had a wonderful seafood dinner then you've missed out on something rather special. The views across the bay stretch all the way to Naklua and beyond. Always a highlight of any trip to Pattaya.

Can any one give me directions to the Preecha , my thai friend has a car so no probs there , but he has never heard of it , so unsure how to drive there.
There is more than one Preecha. I actually prefer the original location in Na Jomtien.
Drive south on Sukhumvit, past the Floating Market, past the traffic lights at Huay Yai, past the Ambassador Hotel. Turn right at the next traffic light. Go in a few meters, bear to the left. Follow the narrow street downhill. The second big parking lot on the right is Preecha. Has a decent-sized sign but you have to look for it.

My preference is the one in Bang Saray. They have a Facebook page: http://www.facebook.com/PrichaSiFudS...reechaSeafood/
The telephone number is: 089 601 3720. Since your Thai friend will be driving, he can call Preecha and they'll tell him how to get there.
