i traveld from sihanoukvill to pattaya no problems at all
sihanoukvill to koh kong, ( i think its the name) stayed over night in a great little hotel. tuk tuk ride to border at 7am
then taxi to trat for bus to pattaya. no waitting no fuss
great journey

My trip took about 10 hours. Most of the wasted time was due to shoddy organisation on the Thai side of the border, so your idea of a a taxi up to Trat may well be the way to speed things up.
