Something a bit more reliable might be recommended - after all there are many people who look several years younger than they are (myself included of course) but who are perfectly "legal"
From a quick search on Google it appears there are identity cards in operation - but no doubt someone here can advise.
It can be very hard for us foreigners to tell the real age of the boys we meet. Checking ID is one way to be sure, but then you have to believe it's a genuine card. I tend to believe boys operating in commercial premises (even moneyboys not employed by the bar - e.g. Blue thingummy in Phnom Penh) are ok. But with Romeo and other sites I would be more cautious.

Yes, most Khmers carry identity cards and are often asked to surrender them as security at hotels and GHs so it should be possible to tell age fairly easily, although birth certificates are a rarity in rural Cambodia so it should be no surprise that a lot of people's birthday is Jan 1 and there is an element of guesswork involved in the actual age.
It's true that most Cambodians - like scottish-guy - look years younger than their actual years so you should be fairly safe with most boys on the scene... if you spot nappies and milk teeth in the throws of seduction - back off! If it smells too good to be true, or looks it, exercise caution.

Some countries have age of consent laws which apply not only to acts committed within the country, but also to those committed by its citizens or inhabitants while they are on foreign soil.
Which can be safely ignored.
Does this mean its possible to have sex with a 17 year old Cambodian boy legally ?
