Why they've waited this long to keep people from leaving Bangkok to travel to other provinces is beyond comprehension.
Maybe Pattaya should take some lessons from little-old Bang Saray around the bay.
Every time there's been an increase in covid cases resulting in Provinces locking down, shutting businesses, etc., Bang Saray simply posts large signs along the oceanfront informing outsiders (mostly from Bangkok) that the beach and hotels are closed to non-residents. Without the beach and lodging, there's little motivation for outsiders to come to Bang Saray.
When this pandemic started the town council hired and staffed around 60 Thai workers who are responsible for cleaning and disinfecting the public areas, including the parks, recreational areas and the beach front. These workers are also equipped with walkie-talkies that they wear around their waists - and trained to observe license plates, vehicle stickers, and the people themselves, to identify "residents" from "outsiders". They are instructed to phone a Town Council Hot Line if any outsiders enter our town. Any outsiders who enter Bang Saray who don't adhere to the posted signs are escorted out of Bang Saray. If they return, they are fined.
As a result of these actions, our little town on the bay remains safe...fully opened to residents...businesses operating as usual...and there has not been a single case of covid among the residents of Bang Saray since this pandemic started 18 month ago.

The spread of the virus into rural areas is a serious issue for some. One such area in Kamphaeng Phaet has remained safe until the last three weeks or so, when visitors from Bangkok arrived. Just as Bangkok hi-so bars played a crucial role in re-invigorating the spread of Covid in the city a few weeks ago, unrestricted travel out of Bangkok is exacerbating the situation in the very places where health-care is less well- resourced.

This is a no brainer, Chonburi needs a mass vaccinations other than Sinovac and needs it now!

You're not going to get it. Even Sinovac is in short supply. You can't completely blame the Thai govt. The UK spent £12bn on vaccines and Thailand just doesn't have that sort of money lying around..

Thailand has over $30 billion in foreign exchange reserves. Someone who I cannot mention is allegedly worth over $30 million.
Meanwhile, the Astra Zeneca vaccine costs about £4 per dose (180 baht). So to buy 2 doses for everyone in Thailand would cost about £560 million. The government can afford that.
[The UK government figure includes buying about 5 doses per person and other investment in vaccine development capability. Probably a lot of waste, as is the norm with public spending from any party.]

"Other than Sinovac" sounds quite stupid at time of pandemy.
By the way: husband who finished Sinovac vaccination 2 months ago, now has 800+ au/ml antibodies level (minimal level for protection is 60 au/ml).

Either that or they gave him a real vaccine by mistake...LOL
