Many nations, including the United States (in both The Philippines during the Spanish-American War of 1898 as 'the water cure' and Viet Nam), France (during the Algerian War), and both Japan and Germany during WWII, used water boarding before the Khmer Rouge did. Its history dates back many centuries, and the KT neither "developed" nor "perfected" it. The main difference between the KR and the USA is that only the former never denied using torture.
