As to your search - its unlikely that he 'retired' immediately after your encounter with him so it may well be that some SGT members knew the boy and may have more recent info.
Can you share some more detail without breaking any confidences? Such as the name of the bar and the boy's working name?
I think the bar was called Sawatdee and was just around the corner from Welcome Plaza hotel. His name was Kwan and he was quite short, even by Thai standards. I know it's a long shot, but who knows...?
I believe the bar to which you are referring was Star Boys. It was once popular but when it moved across 2nd Road to Pattayaland 1 (opposite Dream Boys) it quickly faded. Its site is now occupied (I guess) by X Boys. I went there on a number of occasions about fifteen years ago and thought it had a good crowd of dancers. All twinks.
Sawatdee was further down the soi, opposite City Boys.
It WAS Star Boys and one of my long terms (Thoy) worked there too in between leaving Gentleman Club and ending up in Funny Boys.
If the name Joe gives translates as "Star" then I recall his boy. Very small and fairish hair if its the same boy - but a very long shot. Of course the hair colour could have been temporary.

Charlie Boys, as I'm pretty sure it was called, was a pretty unusual concern in that it was, I always understood, owned by a consortium of maybe a dozen or more farang. They - a mixture of expats and regular visitors - had clubbed together to minimise the personal financial risk of buying a bar. Once in a while one of the "shareholders" might decide he'd had enough (even though I believe that a share in the ownership conferred cheap/free drinks and free offs!) and so the news that his share was up for sale was spread on the grapevine for any interested investors to take it on.
Star Boys (or, as I believe it was originally called for some strange reason, Star Star Boys) opened in about 1994 or 1995, I'd estimate (about the same time as A-Bomb - I attended both opening parties). The original owner was either English or Irish. The most memorable thing I recall about him is that once, over the course of a couple of days, he offed every single boy in the old Sky Bar, taking them off one by one for fun on the roof terrace (his personal definition of fun didn't always require an orgasm, it seems - see next sentence!) His name escapes me for the moment but I'm not sure that I'd have wanted to be a boy working for him as had something of a reputation for inflicting firm discipline on young miscreants, if you take my meaning!
Getting back lack to the original post, I too would like to see a particular Si Saket boy again one day but have never got around to it or screwed up the courage. He was a certain Pong, aged 22 when we met in 1994, and working at Moonlight bar which was then in 2nd Road near the Royal Garden. I still have his home village address: for about the next decade or so I'd cut out and paste single Thai words photocopied from the dictionary (numbers, Thai names of months, arrival times, name of hotel) make them up into a letter - it consequently looked like a crooks' ransom demand! - and post it to Si Saket: he was always waiting outside the hotel to meet me on my arrival so that system must have worked! We met for two or three of my holidays annually until the early 2000s.
He was completely trustworthy as demonstrated on multiple occasions - and his greatest pleasure was simply in sleeping most of the day (I guess life in the village was physically very tough). He was straight (he showed me pictures of an infant son who had died) but very amenable. That suited me fine. Over the years I bought him and his family a few gifts - including a TV and a fridge (that one went down particularly well!). On the last occasion we met, I asked him what parting gift he'd like and he replied that he'd like me to buy him a fighting cock so that he could make money from cockfighting matches back home. Apparently the ones sold in Pattaya are far better fed and in better shape than native Si Saket ones. The last sight I ever had of him was of him setting off on the back of a motor bike taxi, heading to the bus station, with a cardboard box under his arm, sticking out of which was the neck and head of the aforesaid cock!
For some reason, at that point I thought it might be a good idea not to be so tied down on the next holiday so I made no arrangement to see him next time. It wasn't intended to be a permanent break, but as time went on that's what it became. I have still kept in touch by birthday cards and Christmas cards to this day. I presume that they've been getting through as my earlier "let's meet up letters" did. He'd now be in his mid 40s and I sometimes think that it would be fun to take a trip to Si Saket, hire a taxi and look him up (the village can be found on Google maps and it's pretty tiny so I guess he'd be known). On second thoughts, though, I guess there's a very strong chance, as posters here have suggested, that he'd be embarrassed in front of his community to be reminded of his past, so I've left it at that.
