You misunderstand the priorities of successive NZ governments. Before the white man came along and spoiled things, the natives would cower in their fortified villages, fearing the marauding gangs of young men from other tribes who went about the countryside raping and pillaging. It was paradise on Earth (just ask them, they'll tell you). Then poor ignorant old whitey came along and stopped that sort of fun. However the young men didn't go away, they just got sullen. They still formed gangs
Then Nw Zlnd discovered political correctness. The gangs existed not because they always had, but because these young men had been alienated by the white invasion and the expropriation of their traditional lands and lifestyle. Now these fine upstanding fellows can once again go about their traditional life/work through their alienation (take your pick) by becoming Nw Zlnd's very own Mafia. But through political correctness, they are a protected species
