New Condo Construction Thappraya Road?

Anything happening with that large construction site next to Thai Bali/Chateau Dale on Thappraya Road behind News cafe, Jomtien? Anyone know what is planned there/when will it start?

A sign went up about 6 weeks ago, advertising an "Urban Mall"

I started to stay in Chateau Dale about 5 years ago and every time I come it looks as if something is about to start...but nothing ever does!
