Until a year ago, there were some variations in the booze laws. For example, 20 for clubs, but 18 to buy at 7/11.

Then the laws were normalized to 20yo for all customers.

For employees of an establishment selling alcohol, the minimum age remains 18. That may seem odd, but it's the result of trying to balance a "responsibility" campaign with the need to provide jobs for youth in a tourist economy.

Okay, not the best choice of phase, I'll admit.

"Tourism makes a larger contribution to ThailandтАЩs economy (typically about 6 percent of gross domestic product) than that of any other Asian nation.".

The bar/restaurant sector of the economy is closely allied with the tourist sector. Denying jobs (dishwasher, waiter, cook, whatever) in alcohol-serving establishments to those under 20yo would create a lot of hardship, and it seems they chose not to do so.
