NGO's to invade Issan next?

In Issan it's not uncommon to get married (Issan Style) when your 14 years old. My BF's cousin is 14 and just married an Issan guy that to me looks to be in his 40's. He made the family an offer they could not refuse, 60,000B. It was an Issan marriage, no legalities, just the families agreeing, a blessing from a monk, and then a drunken party.
