I will be using a Thai SIM in my phone next month in Thailand.

I understand it will be cheap to send text/picture messages to UK but will the receiver be charged?

Text messages are free to the recipient however most UK service providers do charge for the receipt of MMS messages which you picture would be sent as. Depending on your Thai service provider's call plan you may also incure a charge for the MMS portion of your message.
