... going towards Jomtien Beach on the left hand side, not far past Sugar Hut Soi, it is quite unique, a few or more storeys high and you can see from the main road the tidy car park literally underneath the block with pillards.

but I don't think it is that one. This block I'm on about is quite a petite block and you can see the parking lot underneath the apartments as you pass it. The block you referred to is a bit of an eyesore block, similar to Talay.

I think you may be referring to Chateau Dale Thabali Condo complex. Low rise Thai Bali style.
