Banned vehicle traffic

I am returning to Thailand after an absence of several years. While in Pattaya I will be going to Rit's at Jomtien gay beach.
Is vehicular traffic still banned? What are the hours? I usually take a motocy before the closure, returning after the path reopens.
A reply will be much appreciated.

CLOSED from 10:00am until 5:00pm each day.
