Should one throw water at Thais abroad

I was walking up a street in the City of London yesterday and the person in front of me was greeted in Thai by someone coming the other way. I was on my way to the gym and had a half-full bottle of water with me.

Should I have dumped it over one of the Thais? Would they have appreciated my observance of their cultural tradition?
