Anthony Burgess, author of A Clockwork Orange wrote a lesser-known book in which the rulers practised birth control by encouraging homo- rather than hetero-sexual behaviour, with the slogan "It's sapiens to be homo". While the Chinese government encoiuraged birth control by other means, unnatural selection (aka. abortion or infanticide) in favour of male babies under the one-child policy means that there are just gonna be too many men. Perhaps the Chinese government can borrow Burgess' slogan
