Raffles, etc

Has anyone given a thought to those of us not in Thailand who would like to participate in the many raffles and prize drawings held in Pattaya throughout the year? Is it possible? Is it legal? I think it would be a fun thing and garner more baht for the different causes. Come on Wally, I'm sure you can think of something.
