Can any one tell me what is the point of the 2nd test if you only take it your self ?

No, the Thaiger article refers to the plans to replace the second PCR test with a Lateral Flow Test, which you take yourself.
Which is why aot871 asked the question.

That's revertiong to the same system that was in place when I arrived in November. I had to e-mail a photo of the test to the hotel.

In case of failure, I guess there are 4 possible outcomes:

1 Declare the result and pay for quarantine.
2 Upload a photograph showing evidence of a pass and isolate at home
3 Upload a photograph showing evidence of a pass and ignore isolation rules
4 Do nothing and hope they don't chase you (rather stupid)

I guess they presume enough people will follow option 1 or 2 to make it worthwhile.

I passed, but had option #2 in mind in case of failure.
