A draft "civil unions" bill has been sent to the Thai legislature for debate and approval. Note that this is not a Bill for same sex marriage, as it is a separate Bill and not an amendment to the Marriage Act. There's a provision that actively discourages same-sex-marriage tourism by couples from other countries by making eligibility contingent on at least one of the partners being a Thai national. While there are a number of provisions about what the law does cover (eg. adoption) I haven't heard any suggestion that a non-Thai partner in the union will be able to get a "marriage visa" - half the cost of a retirement visa - on the basis of being in such a union
