In Chiang Mai I believe the main dates are 16-18 November, with the main parades from Thapae Gate to the river on 17 and 18.

AFAIK, the main Khom Loi Lantern Launch is on 16 November (http://www.gayinchiangmai.com/News/event/khom-loy-mass-lantern-release-mae-jo/). The one on 23rd is apparently a tourist only event at 100USD per person, and has already sold out (seems hard to believe I know....)!
