The problem with Chiang Mai is "central" depends on what you want to do there. See this article (http://www.gayinchiangmai.com/News/chiang-mai-gay-scene-guide/) for an overview.

Thapae gate and the Ping River is all the main tourist stuff. Up market, these hotels are great options: D2, Le Meridien, Shangri la or The Chedi (Probably the best in that part of town). Or for more gay friendly try 137 Pillars or Rachamankha (Out-in-Thailand magazine recently ran a two part series (http://www.out-in-thailand.com/articles/137-pillars-house-back-to-the-future/) on the historic 137 Pillars)

If you want go-go and gay restaurants, Chang Puek is the area to be. Nearly all the gay accommodation is in this area (see listings here (http://www.gayinchiangmai.com/News/chiang-mai-gay-scene-guide/chiang-mai-gay-hotels-and-guest-houses/) ) Mansfield Residence or PJs Place for upmarket Guest Houses. Or Lotus Hotel.

The trendy bar and restaurant part of town is Nimmanhaeminda, which includes all the big Night Clubs like the gay See Man Pub and many smart bars and restaurants. Kantary hills is a great upmarket option in this part of town. The above are all up-market places as you requested, there are hundreds of cheaper options. If choosing with the big five stars be sure to shop around. After February you should be able to get some great deals.
