you can do it on arrival at the airport or all border crossing, cost $20 plus one ID picture.
or you can apply in advance for an e-visa here : http://www.mfaic.gov.kh/evisa/

if you have no pic-they happily make one on their mobuy- cost 1 US$ extra.
BUT even though the official price is indeed 20US$-there are countless reports that $$ are not wanted, rather an oversupply of THB-say 1000 at the least. They will peruse your passpt to check if you have been befroe and adapt asking price t it. Only way to get off with 20US is wait and wait more and keep your stand AND have exact cash for 20USD. At airport no such probs though-but if leaving also by air-a hefty 20 or 25US$ cash TAX is collected too.
If you are more of low budget-type: the whole story is on talesofasia.com
The titpical SGT reader will tell: hey it is only 10/20/30US extra-not worth that effort.

The eVisa thing PaulCombo posted is what I did... really easy.

I think it said they take up to three days but I got my visa e-mailed to me within 24 hours.

Remember the photo, which you have to submit to them online doesn't have to be a strict passport photo. You can just get any holiday snapshot and crop it to only show your face.

It is very easy to obtain a visa on arrival, you can simply fill out the forms at the Cambodia Airports $20, and 1 passport size photo.
Or you can use the very simple e-visa, http://www.mfaic.gov.kh/evisa/
