Abhisit clearly remembers his time in Thatcher's Britain and learned its lessons. It was Margaret Thatcher who used routinely to refer to (Saint) Nelson Mandela, then still imprisoned, as a "terrorist". The word first came to be used during the French Revolution to describe government agents (http://www.terrorism-research.com/history/early.php) who were part of the government's Reign of Terror.
