Im looking for a decent 3-4 star hotel in phnom penh for my nov visit , Im not wanting to pay top wak but neither do i want poor accomdation, needs to be centre near the river if poss

Depends on your budget.

Foreign Correspondents Club Phnom Penh is a nice boutique hotel, iconic and in the best location on the riverfront. But it's not cheap. I paid around USD$120 for a deluxe room last year. There's also The Quay Hotel, owned by the same company as the FCC, also on the riverfront. Looks nice but I haven't stayed there. http://www.thequayhotel.com

For something cheaper, Sunny Internet Cafe - Apartment & Guesthouse is only 50 metres from the FCC and also on the riverfront. Didn't stay there but checked out the rooms and they are quite decent and I recall the rates were about a third of what FCC were charging - USD$25 to $35/night - fantastic value. Bougainvillier Hotel gets mentioned as being gay friendly. Looks ok but is more expensive (over $100 for riverfront rooms so you may as well use the FCC, which is nicer) and located up the Northern end of the riverfront: http://www.bougainvillierhotel.com/

I stayed in the Quay hotel lastyear and it was spot on ! Very much a boutique hotel, lovely modern rooms ( got one overlooking the river) with plasma TV, large balcony, full height patio door / windows, remote contol wondown blinds ( vey cool when you're lying in bed with company :-) and a bathroom you could put another room into it was that big with a great modern design and cool fittings etc, plus a nice work area should you require it and a big big bed :-) The service was great, all of the staff were very (gay) friendly and happy and eager to please ( no not in that way although I got the feeling the cute bell boys could have been persuaded lol) so I would definetely recommend it - and it's just up the street from the Foreign Correspondents Club and next door to the Bougainvillre hotel so it's in an ideal locatio, can't remember what it cost but it was certainly no dearer than those other two ( and cheaper I think) and was brand new and appeared to be much better and I would definetly stay there again, hope this helps.

Foreign Correspondent Club "Standard Rooms" are also windowless. For both the Quay and FCC you need to get a deluxe room ($100+) to get a window/balcony overlooking the Mekong Riverfront in Phnom Penh.
