Let me help you with a suggestion: Put up a small promotion for Songkran on your website. Say clearly "Songkran 2010", with April dates. This will subliminally indicate to anyone visiting your website (without any need to refer to the past tragedy) two important things:

1. You're actively updating your website, therefore the bar must be functioning normally, and
2. the customer can be confident that it will remain open, going forward.
