New hotel on Rama IV

A few days ago, while in the taxi on the way to Silom from the airport, I noticed a construction going on along Rama IV. Notice boad displayed sign, Bliss on the Park Hotel @ Rama IV. Its just across the Suan Lum Market entrance and 2 or 3 blocks away from the Lumpini MRT.

Anyone have any idea when this hotel is ready and if its going to be a 4 or 5 star hotel?
