I have never quite worked out why, but it is a legal requirement. Odd, given that the Japanese happily go around totally naked in public baths and hot springs. But I believe it goes back to a law enacted at the end of the 19th century when western morals started to be adopted by a Japan only recently opened up to the outside world after more than 250 years of isolation.
